This document sets out the fundamental principles for the organisation of studies at Lovely Academy OÜ, a provider of non-formal adult education. The Academy specializes exclusively in eyelash extension programs. 1. General Provisions
1.1. These Academic Regulations are the primary document governing the educational activities and academic relations at Lovely Academy OÜ (hereinafter referred to as the Academy).
1.2. The Academic Regulations and any amendments thereto are approved by the Director of the Academy.
1.3. The Academy organizes continuing education for adults through short-term programs in the field of eyelash extensions. Training is conducted exclusively in an in-person (face-to-face) format.
1.4. Studies are conducted through contact instruction (lectures, practical sessions, consultations) and independent work. Contact instruction refers to in-person academic activities carried out jointly by the learner and the instructor to achieve the stated learning outcomes.
1.5. A learner is an individual who has registered for a program and has been formally admitted by the Academy.
1.6. Storage and exchange of data related to the organisation of studies are ensured through electronic systems and a paper archive. Notifications sent to the e-mail address provided during registration are deemed officially delivered.
1.7. The organization of studies at the Academy is managed by the Director and administrative staff.
1.8. These Regulations are mandatory for all participants in the educational process and ensure equal conditions for all learners. The activities of the Academy are governed by the laws of Estonia and the EU, internal procedures, and these Regulations.
2. Management and Organization
2.1. The Director of the Academy is responsible for planning the educational process, ensuring the quality and safety of training, approving curricula, and ensuring compliance with legal requirements.
2.2. The Instructor conducts theoretical and practical classes according to approved programs, objectively assesses learning outcomes, and ensures compliance with sanitary and safety requirements.
2.3. Depending on the needs of the Academy, one person may perform the functions of both Director and Instructor simultaneously.
3. Study Programs (Curricula)
3.1. A separate curriculum is approved for each course, containing: the title, target group, objectives and learning outcomes, volume in academic hours, content of topics, assessment criteria and conditions for completion, requirements for the learning environment and safety, and the language of instruction.
3.2. One academic hour is 45 minutes. Breaks and independent work are specified separately in the course program.
3.3. Training is conducted in an in-person format. The format of the courses consists of short-term intensive programs lasting from 1 to 3 study days, depending on the program.
3.4. Group size is limited to 3 participants to ensure an individual approach and high-quality practical training.
3.5. Programs may include independent work (homework) to reinforce acquired knowledge and skills. The Academy provides the necessary materials for completing homework assignments.
3.6. The Instructor has the right to change the order of topics within the program without compromising the stated learning outcomes and course objectives.
3.7. The list of current programs is published on the Academy's website.
4. Target Group and Admission Requirements
4.1. The target group consists of learners aged 16 and older who wish to acquire knowledge and practical skills in the field of eyelash extensions. For persons aged 16 to 18, written consent from a parent or legal guardian is required.
4.2. Certain programs may stipulate prerequisites regarding the learner's level of preparation. Such requirements are indicated in the description of the respective program.
4.3. To issue training documents, a valid identity document must be presented.
4.4. The Academy reserves the right to refuse admission if the applicant does not meet the program requirements or if there are no available places.
5. Registration and Enrollment
5.1. Applications for participation are submitted via the Academy's website or through the listed contact channels. Submission of an application constitutes a request for a place on the course without a payment obligation at that stage.
5.2. Enrollment in a training program is formalized by an order of the Director of the Academy after confirmation of the application and agreement on participation terms.
5.3. Upon receipt of an application, the Academy contacts the applicant to agree on course dates, forms a study group of up to 3 people, and confirms enrollment.
5.4. If a learner fails to appear for classes without notification within 30 minutes of the start of the first study day, they may be excluded from the group.
5.5. Reinstatement to a training program is possible upon a justified application by the learner, subject to the availability of places in other groups.
6. Organization of the Study Process
6.1. Courses are generally held on weekends. Specific dates are agreed upon when the group is formed.
6.2. Academic work includes theoretical classes, practical work on mannequins, and practical work on live models.
6.3. For the practical part involving models, the learner is responsible for providing their own model. The Academy provides all necessary materials and equipment for training.
6.4. Attendance is mandatory. Lateness of more than 30 minutes is considered a missed session. To be admitted to the exam, the learner must be present for all mandatory parts of the program.
6.5. Missing any study day without a valid reason precludes the possibility of receiving a certificate of completion.
7. Examination, Assessment, and Retake
7.1. Examination
7.1.1. An exam is conducted to verify the achievement of minimum standards of safety and quality of work according to established criteria.
7.1.2. The exam includes theoretical and practical components.
a) Theoretical component, delivered as an online test based on the material covered;
b) Practical component, carried out on a model in accordance with predefined parameters.
7.1.3. Before the examination, learners receive a checklist outlining all requirements and assessment criteria.
7.1.4. Only learners who meet the minimum threshold on the theoretical test are permitted to proceed to the practical component.
7.2. Assessment
7.2.1. The theoretical component is assessed on a 0–2 point scale:
- 0 points - not passed (below 60% correct answers)
- 1 point - passed at a basic level (60–80% correct answers)
- 2 points - passed at a high level (90–100% correct answers)
The minimum threshold for admission to the practical part is 1 point.
7.2.2. The practical component is assessed across three criteria:
- Safety: correct lash placement according to program requirements (specific parameters provided in the checklist), no stickies or detachment.
- Technique: Direction of lashes, cleanliness, and neatness of work.
- Organization: workspace preparation, hygiene, and handling of materials.
7.2.3. Each of the three practical criteria is assessed on a scale from 0 to 2 points, where 0 means non-fulfillment, 1 means partial fulfillment at an acceptable level, and 2 means full and correct fulfillment.
7.2.4. The passing threshold is set at a minimum of 4 points out of 8 possible provided that at least 1 point has been scored in each of the four elements (test and three practical criteria).
7.2.5. If the threshold is not met, the learner is issued a Certificate of Attendance (Tõend) stating the covered topics and the exam result.
7.2.6. Exam results are recorded in a protocol indicating the points for each element and are stored for at least five (5) yearsA copy of the protocol is provided upon written request in electronic form (PDF) with a digital signature by the instructor free of charge.
7.3. Re-assessment
7.3.1. Learners who do not meet the passing threshold may retake both components or only the failed component. If the theoretical test is not passed, the practical component cannot be repeated until the theoretical requirement is met.
7.3.2. The first retake is conducted free of charge by appointment on a date individually agreed with the trainer within 30 calendar days from the date of the initial exam.
7.3.3. The second retake is conducted on a paid basis 100 € by appointment on a date individually agreed with the trainer within 30 calendar days from the date of the first retake.
7.3.4. Re-assessment outside standard scheduling, at a time selected solely by the learner, is offered as a separate paid service and costs 150 €.
7.3.5. Failure to attend a scheduled re-assessment without at least 24 hours’ notice counts as an attempted session.
7.3.6. After the established deadlines, re-assessment is not available; the learner must repeat the full program to obtain a certificate.
7.3.7. Postponement due to justified reasons (e.g., illness) is allowed once, provided timely notification; a new date is arranged individually.
8. Completion of Studies and Documentation
8.1. Upon successful completion of the program and passing the exam, a Certificate of Completion (Tunnistus) of the established Lovely Academy sample is issued.
8.2. For participation in the program without meeting the minimum exam requirements, a Certificate of Attendance (Tõend) is issued
8.2.1. A learner with a Certificate of Attendance has the right to retake the exam according to the conditions in Section 7.3. Upon successful retake, the Certificate of Attendance is replaced by a Certificate of Completion.
8.3. To receive a training document, a valid identity document (ID card, passport) must be presented.
8.4. A duplicate of the certificate or attendance certificate is issued upon written request within up to fourteen (14) calendar days.
a) An electronic duplicate (PDF marked "DUPLICATE" with a digital signature) is provided free of charge.
b) A paper copy marked "DUPLICATE" is mailed to the learner. Delivery is paid separately:
- 15 € within Estonia (Smartpost, tracked);
- 25 € to EU countries (international tracked mail)
Dispatch takes place within five (5) working days after receipt of payment for delivery, with a tracking number provided.
8.5. We maintain a registry of issued training documents and keep copies for at least 5 years from the date of issue.
9. Payment and Financial Matters
9.1. Tuition fees are established by the Academy and published on the website for each program.
9.2. Payment is made in cash on the first day of the course or via bank transfer to the Academy's account based on an invoice.
9.3. Bank details for transfer are provided after confirmation of course registration.
9.4. Online card payment via the website is currently unavailable.
9.5. If a learner fails to appear on the first day and has not made payment, their course registration is considered cancelled. The Academy does not guarantee the retention of a place in the current or subsequent group.
9.6. The procedure for refunds, rescheduling, and changes is governed by a separate Refund Policy.
10. Rights and Obligations of Learners
10.1. The Learner has the right to:
- Receive accurate and complete information about the training program, requirements, and conditions.
- Study in a safe, respectful, and professional environment.
- Receive an objective assessment of their knowledge and skills.
- Obtain study documentation upon successful completion of the program.
- Submit complaints or appeals in accordance with the established procedure.
10.2. Learners are required to:
- Adhere to these Regulations and the requirements of the training program.
- Follow the instructor's instructions and safety requirements.
- Ensure regular attendance and punctuality.
- Provide a model for practical sessions if required by the program.
- Treat the Academy's property and materials with care.
- Pay tuition fees in a timely manner.
11. Rights and Obligations of Instructors
11.1. The Instructor has the right to:
- Adapt teaching methods within the framework of the approved program.
- Demand compliance with safety rules and discipline.
- Suspend practical sessions in case of safety violations.
- Give an objective assessment of learners' knowledge and skills.
11.2. The Instructor is obliged to:
- Ensure high-quality execution of the training program and achievement of stated goals.
- Carry out objective and fair assessment of learning outcomes.
- Ensure compliance with sanitary and safety requirements.
- Provide correct and constructive feedback to learners.
- Maintain a professional level of competence.
12. Conditions for Conducting Classes and Safety Requirements
12.1. Classes are held in specially equipped premises at Punane tn 16-1/503, 13619 Tallinn, which meet the hygiene and safety standards applicable to cosmetic services (eyelash extensions).
12.2. The Academy ensures a safe learning environment, including:
- Compliance of training premises with sanitary and hygienic requirements;
- Regular cleaning and disinfection of work surfaces and equipment;
- Proper lighting and ventilation for comfortable and safe work;
- Use of new tools and instruments for practice and explanation of mandatory rules for their cleaning, disinfection, and sterilization before use on clients;
- Use of high-quality consumables and personal protective equipment;
- Monitoring compliance with occupational health and safety rules during classes;
- Organization of the workflow to exclude the risk of injury and minimize the probability of allergic reactions;
- Readiness to provide immediate assistance in case of sensitivity or discomfort in learners or models;
- Informing learners about safety and hygiene rules mandatory for a Lash Technician.
12.3. Learners attending advanced training with their own tools (including tweezers) are obliged to ensure their preliminary sterilization and storage in accordance with current norms prior to practice.
12.4. The Academy follows official recommendations of the Estonian Health Board (Terviseamet), including:
- requirements for beauty and personal service providers;
- instrument decontamination guidelines;
- Hygiene recommendations for eyelash extension specialists.
12.5. In case of violation of safety requirements, the instructor has the right to suspend classes until the violations are eliminated.
13. Study Volume and Academic Hour
13.1. The study volume of programs is expressed in academic hours. One academic hour equals forty-five (45) minutes.
13.2. Programs specify separately:
- contact hours (theoretical and practical sessions with the instructor)
- independent work (home assignments);
- breaks between sessions.
13.3. The duration of programs ranges from 10 to 40 academic hours, depending on the complexity and format of the course.
13.4. Academic hours are used for planning the study process and for issuing study documentation.
14. Program Classification
14.1. Lovely Academy OÜ offers non-formal adult education programs classified under the study field “Hairdressing and Beauty Services” (ISCED-F 1012), with a specialization in eyelash extensions.
14.2. All programs focus on techniques within the eyelash extension field, including:
- classic lash extensions;
- volume extensions;
- hybrid techniques and continuing professional development.
14.3. Programs are designed for learners at various levels starting from beginners to experienced lash technicians seeking further professional development.
15. Quality Assurance
15.1. Program Planning. Programs are approved by the Director and reviewed at least once per year to ensure relevance, accuracy of content, and effectiveness of teaching methods.
15.2. Instructor Competencies and Development. Instruction is delivered by qualified specialists with experience in adult education. Professional development is maintained through continuing education and active practice.
15.3. Learning Environment and Safety. Instruction takes place in properly equipped facilities that comply with hygiene and safety requirements. Procedures for instrument care and environmental controls are in place.
15.4. Assessment and Documentation. Achievement of learning outcomes is evaluated according to established criteria. Results are documented and retained for at least five (5) years.
15.5. Feedback and Improvement. Feedback is collected after each program. Improvement measures are developed based on the feedback, with assigned responsibilities and timelines.
15.6. Internal Audit. An annual self-audit of programs and the learning environment is conducted. Findings are documented, and compliance with corrective actions is monitored.
15.7. Complaints and Appeals. Complaints and appeals are handled in accordance with Section 16 of these Regulations. Outcomes are used to enhance quality.
16. Complaints and Appeals
16.1. Learners have the right to submit a complaint regarding the organisation of the study process or an appeal concerning assessment results. Complaints and appeals must be submitted in writing to info@lovelyacademy.ee within ten (10) calendar days of the relevant event.
16.2. The Academy confirms receipt of the complaint via the same communication channel and responds within fifteen (15) calendar days. If a response cannot be provided within this period, the Academy shall inform the learner in writing of the reason for the delay and indicate a new reasonable response deadline.
16.3. Complaints and appeals are reviewed by the Director. The issue is registered, analysed, and, if necessary, clarifications are requested from the parties involved. A written, reasoned decision and any applicable corrective measures are then provided to the learner.
16.4. If the learner disagrees with the decision, they may submit a renewed appeal with additional justification within ten (10) calendar days. The renewed appeal will be reviewed within fifteen (15) calendar days.
16.5. If the matter cannot be resolved internally, the learner may contact the Consumer Protection and Technical Regulatory Authority (TTJA) and/or the Consumer Disputes Committee for out-of-court settlement or pursue the matter in court in accordance with the laws of the Republic of Estonia.
17. Record-Keeping, Storage, and Document Duplicates
17.1. The Academy maintains records of learners, attendance, assessment results, and issued study documents.
17.2. Records of learning outcomes and copies of issued documents are stored for at least five (5) years from the date of issue.
17.3. A duplicate certificate or participation statement is issued upon written request after identity verification within fourteen (14) calendar days..
17.4. Issuance of a duplicate is a paid service according to the Academy’s applicable price list.
17.5. Personal data is processed in accordance with applicable data protection legislation (GDPR) and the Lovely Academy OÜ Privacy Policy.
18. Languages of Instruction and Administration
18.1. Instruction is provided in estonian and russian depending on the program and group composition.
18.2. Groups in Estonian and Russian are formed based on sufficient demand; the content and learning outcomes are identical across all language versions.
18.3. Official administrative documentation and correspondence with state authorities are conducted in Estonian language. Translations into Russian or English may be provided for learner convenience.
19. Personal Data Processing
19.1. The processing of learners’ personal data is carried out in accordance with the General Data Protection Regulation (GDPR) and the Academy’s Privacy Policy.
19.2. The Academy collects and processes personal data only to the extent necessary for organising and delivering studies, issuing documentation, and maintaining the learner registry.
19.3. Personal data is used solely for purposes related to educational activities and is not disclosed to third parties without the learner’s consent, except where required by law.
19.4. Learners have the right to access their personal data and request its correction, deletion, or restriction of processing in accordance with GDPR requirements.
19.5. The use of cookies on the Lovely Academy’s website is governed by a separate Cookie Policy.
20. Amendments to the Regulations
20.1. Amendments and additions to these Academic Regulations are approved by the Director of Lovely Academy OÜ.
20.2. The current version of the Regulations is published on the Academy’s official website and enters into force on the date of publication unless otherwise specified in the amendment.
20.3. Learners are informed of amendments through the Academy’s official communication channels.
20.4. Amendments do not apply to learners already admitted to programs prior to their entry into force, except for amendments related to safety or compliance with legal requirements.
